Designing Ethical & Inclusive Chatbots for Public Services

Artificial intelligence and chatbots are rapidly becoming part of everyday digital services. However, poorly designed systems can exclude vulnerable users, share inaccurate information, create safeguarding risks, or undermine public trust.

This practical workshop supports organisations to design AI tools responsibly — with inclusion, safety and accountability at the centre.

Led by John Adewole, Digital Inclusion and Community Technology Lead at IFB Gaming, the session combines ethics, safeguarding, accessibility and real-world delivery experience to help teams move beyond “plug-and-play AI” towards thoughtful, people-centred design.

Participants will learn how to plan, design and govern chatbots that are:

  • safe
  • accessible
  • transparent compliant
  • and genuinely useful to communities

This workshop is ideal for councils, schools, charities, NHS teams, and community organisations deploying AI within public-facing services.

No coding knowledge required.

Learning Outcomes

By the end of the session participants will be able to:

  • Understand risks and responsibilities of AI chatbots
  • Identify safeguarding and misinformation risks
  • Apply digital inclusion principles to AI design
  • Draft ethical guardrails and governance policies
  • Design user journeys for vulnerable or low-confidence users
  • Select tools responsibly (not just cheaply)
  • Create a basic chatbot prototype safely
